ok, so I'm not incredibly sure if this goes here, but there's nowhere else to put them so, I thought this would be the best place for it.....
These are just a few suggestions that I think would help the forum a bit.
So there ya go, just my two cents worth and maybe more ;P
Hopefully it'll help you get more members if you choose to follow them of course

1/ Plot;;
ok, so I know this is based on a book, but not everyone has read this book, so if you add a plot to the forum, you may appeal to a wider audience and gain more members. Most people actually need to know what they're roleplaying about.

2/ Activity;;
The most important aspect of a forum is activity. Especially from the staff and admins. No one wants to join a site where their character isn't going to be accepted because of lack of activity from people with the ability to accept characters. Also, with no staff active, the chances of your board getting spammed are very high. So it is extremely important for staff to be active, especially staff who have the ability to make somewhat drastic changes to a forum or add boards/codes, should the need arise.

3/ Appealing look and Layout;;
So, the first thing a person sees when they first come to a forum is the colours and images. In order to appeal to more people, you should make colours that are easy on the eyes, yet possibly different. There are hundreds of boards with a black skin and it gets dreary after a while, so make colourful skins! A good choice of skins is also important and appeals to more people's tastes. The colours of a forum are very important. Dull colours make the forum seem dull and boring and people get tired of looking at them; whereas colours which are too bright hurt the eyes and repel potential members.
Images are also a crucial part of any forum. A great banner will catch the person's eye and make the site stand out to them. Likewise, a great affiliate banner stands out and attracts more members.

4/Advertising;;
Once your forum seems to be attractive enough to more people, there is the business of advertising. No matter how many sites you ad on, be it 10, or 100, you could still end up with 0 members and very little guests. There are a couple of problems that may need to be sorted out to fix this:

1. No members are joining, yet there are plenty of guests.This could be because your forum isn't appealing enough to some people. Try rethinking your skin or images and plot. Are there admins active nearly every day? It is the duty of admins to get on as much as possible as they are responsible for the board. Maybe add a feedback section to get the guests' views on the forum, they could suggest reasons why people aren’t joining.
2. There aren't many guests visiting my forum, even though I've advertised onhundreds of sites. Try rethinking your ad for this. Maybe it isn't eye-catching to the reader or just not appealing. Does it have the sites plot? Does it include information about activity, boards, etc? Is it something that would make someone want to read it and interest them enough to visit the site? Include different styles of writing in your add, maybe different colours or even add images and plenty of links to important areas of your forum. But make sure to read any advertising rules of the forum you are advertising in and make sure to follow them.
